The federal government, through the CDC director, can give money or contracts to states or to state-chosen academic or nonprofit groups to run statewide cancer registries. Those registries must collect basic facts about every cancer case: patient background, job history if it’s in the record, administrative details like diagnosis date and source of the information, medical details about the tumor (where it is, stage, how often it happens, and treatment), and any other data the Secretary requires. States or their chosen groups must match the federal money with nonfederal contributions of at least 25 percent of program costs or $1 for every $3 of federal funds. Matching help can be cash or things like equipment or services but not other federal money. Applicants must send an approved application and promise to set up the registry, meet standards for complete and timely data, publish yearly reports, have state laws or rules that require full reporting by hospitals and health providers, let the registry access records, protect patient privacy while allowing approved research, allow studies using the data, and protect people who report from civil liability. The program must not replace or take over the National Cancer Institute’s SEER program and must be coordinated with SEER and other federal cancer registry efforts. Definitions: brain-related tumor — tumors in the brain, meninges, spinal cord, cranial nerves, pituitary or pineal glands, or craniopharyngeal duct; listed — included in the ICD–O list; International Classification of Diseases for Oncology — the WHO cancer coding system (including U.S. changes and later accepted versions).
