Congress may provide $30,000,000 for fiscal year 1994 and whatever amounts are needed for each year 1995 through 2003 to carry out this part, except for work under section 280e–3a. In any such year, the Secretary may use up to 25% of those funds for work under section 280e–1, up to 10% to check the accuracy, completeness, and quality of collected data, and up to 10% for work under section 280e–2. When the study required by section 280e–3 is being done, the Secretary must spend at least $1,000,000 from the National Cancer Institute funds under subpart 1 of part C of subchapter III for that study.
