The Director of the National Institutes of Health must send Congress a report every three years. The first report had to be sent no later than 1 year after January 15, 2007. Each report must say how biomedical and behavioral research is doing, describe what NIH agencies are doing and their policies, and explain how NIH offices work together. It must show the share of money each institute or center spends on work done with other institutes or centers and suggest ways to share information among centers. The report must include a catalog of all research activities that names the agencies involved, says whether work was done directly or supported and how, and notes if it was done through a center of excellence. For clinical studies, the catalog must, when appropriate, identify study groups by demographic and age categories and other health-related factors. The catalog should cover things like epidemiology and long-term studies, registries and data systems, public education, training programs (including awards and degrees), clinical trials with participant breakdowns and required trial reports, and translational work with other Public Health Service agencies. The report must also summarize research by topic (for example cancer, neurosciences, genomics, chronic and infectious diseases, minority health, technology, and more) and review each center of excellence with performance evaluations and recommendations to improve them. When the report covers research on a particular disease or condition, the Director must use a standard format, list the actual dollars obligated for that research, and include a research plan with goals, how they will be achieved, a target date for the goals, and reasons for any changes to the plan. The Director or the head of a national institute or center may also send Congress other reports as they think are needed.
