Creates a President’s Cancer Panel of three people the President picks. At least two must be top scientists or doctors. Members serve three-year terms, but someone who fills a vacancy only serves the rest of that term. A member may stay until a successor takes office. The President must fill any vacancy within 90 days. The President names one member chair for one year. Members are paid the daily equivalent of the annual basic pay for grade GS‑18 of the General Schedule for each day (including travel) they work, and they are paid or repaid for travel and other assignment expenses under Title 5. The chair calls meetings, at least four times a year. A transcript of each meeting is kept and made public. The Panel must watch how the National Cancer Program is run and report straight to the President. It must tell the President right away about any delays or blockages. The Panel sends periodic progress reports to the President and an annual evaluation of how well the Program works, with suggestions for improvement, to the President, the Secretary, and Congress. The Panel also makes other reports the President asks for.
