Creates an advisory council that the Secretary must appoint to advise and help the Secretary and the Director of the Institute about the Institute’s work and policies. The council can suggest accepting conditional gifts under section 238 for research or facilities, advise on research, review grant and contract applications, gather information about health studies here and abroad (with the Director’s approval), publish useful findings, and form subcommittees and hold workshops or conferences. The council includes certain ex officio members (like the Secretary, the NIH Director, the Institute Director, the VA chief nursing officer, the Assistant Secretary of Defense for Health Affairs, and the Director of the Division of Nursing of HRSA, or their designees) plus up to 18 appointed members. Two‑thirds of the appointed members must come from health and science fields (including public health and behavioral or social sciences), and at least seven of those must be professional nurses who are experts in practice, education, or research. One‑third must come from the general public and include leaders in areas such as public policy, law, health policy, economics, or management. Appointed members serve four‑year terms, cannot be reappointed until two years after a term ends, and vacancies must be filled within 90 days. The Secretary picks the chair from the appointed members (or may choose the Institute Director); the chair serves two years. The council must meet at least three times each fiscal year. Federal employees on the council get no extra pay; other members may be paid up to the daily equivalent of the GS‑18 annual rate. The Institute Director must provide staff, information, and training and must name an executive secretary for the council. The council may add comments and recommendations to the triennial report under section 283 and may write other reports it finds useful.
