Each year, a State’s allotment must be the larger of two amounts. One is a flat minimum: $300,000 for each State, the District of Columbia, and Puerto Rico, and $50,000 for Guam, the Virgin Islands, American Samoa, and the Northern Mariana Islands. The other is a share of the total money Congress provides that year, found by multiplying that total by the State’s share of people living in urbanized areas, using the latest Census Bureau data.
