Gives the Secretary power to run the program under this subpart. The Secretary can make rules needed to do that. The Secretary may sue and be sued in any U.S. district court, and those courts must hear civil cases under this subpart no matter the dollar amount. Lawsuits stay valid even if the Secretary changes or the office is empty. Courts may not issue attachments, injunctions, garnishments, or similar orders against the Secretary or property the Secretary controls. This does not remove the application of sections 517 and 547 of title 28. The Secretary can set and change terms in Federal loan insurance contracts to protect repayment and the United States’ financial interest. The Secretary may agree to change loan notes (for example, interest rate or payment timing) and may enforce, settle, waive, or release related rights or claims. The Secretary must submit an annual budget program under chapter 91 of title 31 and keep a complete set of accounts for the insurance covered by this subpart.
