The Secretary can give grants to state or local governments and to public or nonprofit schools (including social work and business schools with health programs) that run accredited health administration, hospital administration, or health policy programs. Grants fund student traineeships and help improve these programs so students are ready to work for public or nonprofit health organizations. Programs must be accredited by agencies approved by the Secretary of Education and meet quality rules set by the Secretary of Health and Human Services. Preference is given to programs where at least 25 percent of graduates work full-time in medically underserved areas, that recruit students from those areas, that train with local public or nonprofit health providers, and that stress public or nonprofit employment. Traineeships must cover tuition and fees and may include stipends, travel, living, and dependency allowances. Applicants must promise to give traineeships first to students who plan to work for public or nonprofit health employers.
