To get a grant or contract, an eligible organization must send an application to the Secretary when and how the Secretary requires, and include any requested information. The application must describe the plan for using the funds and show it fits relevant Federal, State, or regional program plans. The application must also set measurable outcome standards that address national nursing needs and show how the project aligns with the goals in section 296e(a). It must describe connections with education and health-care partners, including training for other health professionals when appropriate. The grantee must meet the standards it proposes.
