Grants or contracts under this law can pay for things that help train nurses and improve nursing programs. That includes developing and supporting training programs, improving faculty, running model demonstrations, helping trainees with tuition, books, fees and reasonable living costs during training, giving technical help, studying the workforce, and sharing information. Grant recipients must keep spending their own (non‑Federal) money on these activities at least at the same level as in the fiscal year before they get the grant. Federal funds must supplement, not supplant (add to, not replace) those non‑Federal expenditures.
