The Commissioner must provide for evaluations of programs and projects under this subchapter, either directly or by grants or contracts. These evaluations must measure the projects’ impact, whether they meet their goals, how they affect related programs, and how services are delivered. When appropriate, evaluations may compare participants with people who did not join the projects. People who run a project must not do its evaluation. Each project must be evaluated at least every 3 years. Before committing funds for fiscal year 1976, the Commissioner must create and publish general evaluation standards, and meeting those standards will be considered when renewing or adding funding. The Commissioner may require agencies to get independent evaluations and should, when feasible, collect views from people served by the programs. Evaluation reports and summaries must be published and sent to the appropriate congressional committees within ninety days after they are finished. All studies, evaluations, proposals, and data made with this assistance must become the property of the United States.
