The Director must set standard ways to develop and collect the health data the Agency needs under section 299(b). Those standards must take into account other Federal health data rules and the differences between kinds of health plans, delivery systems, providers, and provider arrangements. If the standards could affect how other HHS programs work (including programs under titles XVIII, XIX, or XXI of the Social Security Act) or affect information covered by a standard under part C of title XI, the Director must send them as recommendations to the Secretary for those programs. The Director must make sure the statistics and analyses are high quality, timely, complete, detailed, consistent, and well organized, and must publish and share them as widely as practical. If a public or private group asks, the Director may do or support authorized research or analyses for pay, and the money received can be used by the Director until spent.
