Requires money to help turn biomedical discoveries into better patient care by funding research on how to use those discoveries in everyday clinical practice. It authorizes $250,000,000 for fiscal year 2000, and whatever sums are needed for fiscal years 2001 through 2005. In addition, each year an amount equal to 40 percent of the maximum yearly amount allowed under section 238j must be made available from those evaluation funds. It also authorizes $50,000,000 for fiscal year 2001, and whatever is needed for 2002–2005, to carry out the activities under section 299a–1. For part C, it allows whatever sums are needed for fiscal years 2006–2010.
