Creates the National Vaccine Advisory Committee. Members are chosen by the Director of the Program after talking with the National Academy of Sciences. Members come from people who do vaccine research or make vaccines, doctors, parents’ immunization groups, or state and local public health agencies or organizations. The Committee must study and recommend ways to keep enough safe and effective vaccines available in the States, suggest research priorities and steps to improve vaccine safety and effectiveness, advise the Director of the Program on carrying out sections 300aa–2, 300aa–3, and 300aa–4, and each year point out the top areas where government and non-government groups should cooperate to implement those sections.
