The Secretary can award grants or contracts when someone applies with the information and forms the Secretary asks for, including a promise to allow an evaluation. Grants can cover smaller areas than an entire state or region. Applicants must run or supervise the programs they get money for, keep test results and medical records private unless the patient agrees or the data are anonymous, include community input when needed, and keep proper financial controls and records. When giving money each fiscal year for the projects listed under section 300b–1 and under section 241, the Secretary must give special consideration to applicants who had grants or contracts from the Secretary in the preceding fiscal year to run comprehensive sickle cell centers or sickle cell screening and education clinics.
