The Director of the Office must create and run one overall plan for all AIDS work done by the National Institutes of Health. That plan had to be made within 12 months after June 10, 1993. The plan must set priorities, list clear goals, explain how to reach them, and give target dates. All money for those activities must be spent under the plan. The Director must check the plan at least once a year and change it when needed. The plan is a firm policy guide, but leaders of each agency still approve specific programs and handle day-to-day management. The plan must cover several kinds of research, including basic and applied work, studies done by the agencies, studies they fund, proposals sent after agency requests and those sent on their own, and behavioral and social science research. Each year the Director must send a budget estimate straight to the President for Congress, after giving the Secretary, the NIH Director, and the advisory council a chance to comment but not change it. That estimate must list staff needs and must show how much would be needed to do all activities the Director finds appropriate, even if that money may not be approved. The Director must also prepare other budget scenarios, including one that assumes only funds for continuing approved work plus only the most needed new activities. Money was authorized as needed for fiscal years 1994 through 1996. After the plan has been in effect for 12 months, each year the Director will get NIH AIDS funds directly from the President and OMB and must allocate continuing-activity funds within 15 days and the remaining funds within 30 days.
