The Secretary must set up an advisory council to give advice to the Director of the Office about carrying out this part. Many of the same rules that apply to other advisory councils under section 284a(b)–(g) also apply to this council, but it must also include as official members a representative from the advisory council of the National Cancer Institute and one from the National Institute on Allergy and Infectious Diseases, plus representatives from the advisory councils of the two institutes that get the most AIDS research funding. The Director must also create a coordinating committee for each research discipline covered by the plan in section 300cc–40c. Each coordinating committee must include representatives from the NIH agencies that have major responsibility for that research area.
