Summary

The Secretary must give free technical help to any State that gets payments under section 300d–11(a). This help is for planning, developing, and running programs under section 300d–11(b). The Secretary can give the help directly, hire others to help, or give grants. If a State asks, the Secretary may also provide supplies, equipment, services, and assign HHS staff to help carry out section 300d–11(b). When that happens, the Secretary must reduce the State’s payments under section 300d–11(a) by the cost of the staff time and the fair market value of the supplies, equipment, or services, and use the withheld money to pay those costs.
