Summary

Counseling programs under this part must not be set up to directly promote or encourage injecting drug use or sexual activity of any kind, whether between people of the same sex or different sexes. They must try to lower the chance of getting and spreading HIV/AIDS by giving accurate information, tell people about the health risks of having many sex partners and of injecting drugs, and explain how hepatitis A, B, and C spread and how to prevent them, including information about hepatitis A and B vaccines and help finding places to get vaccinated.

Counseling programs carried out under this part—
(1)shall not be designed to promote or encourage, directly, intravenous drug abuse or sexual activity, homosexual or heterosexual;
(2)shall be designed to reduce exposure to and transmission of HIV/AIDS by providing accurate information;
(3)shall provide information on the health risks of promiscuous sexual activity and intravenous drug abuse; and
(4)shall provide information on the transmission and prevention of hepatitis A, B, and C, including education about the availability of hepatitis A and B vaccines and assisting patients in identifying vaccination sites.
