The Secretary must pay each State that has an allotment under section 702(c) an amount each quarter equal to four-sevenths of what the State spent that quarter carrying out the programs covered by this subchapter. The money comes from appropriations and the allotments available under section 702(c), and payments follow the federal payment procedures. If a State’s allotment for a fiscal year is unused at year end, the State can obligate it in the next fiscal year. But money from a given fiscal year’s allotment cannot pay for expenses made after that next fiscal year. At a State’s request, the Secretary may reduce a payment by the fair market value of supplies or equipment given to the State and by the pay, allowances, travel, and other costs for federal officers or employees detailed to the State.
