By September 30, 2008, the Secretary must create and send to the relevant Congressional committees a severity of need index. Severity of need index — a way to weight the number of living HIV/AIDS cases in a State or area using several factors so cases with greater needs count more. The submission must explain how the index was made and tested, include an independent contractor’s review of that work, and describe how community input was gathered. If the Secretary fails to send the index in either fiscal year 2007 or 2008, the Secretary must send a report for that year updating progress on client-level data, progress on the index (including methods and community input), and whether the index could be finished before fiscal year 2009.
