Provides money to help study and fix the unequal impact of HIV/AIDS on racial and ethnic minorities. It funds $131,200,000 for fiscal year 2007, $135,100,000 for fiscal year 2008, $139,100,000 for fiscal year 2009, $146,055,000 for fiscal year 2010, $153,358,000 for fiscal year 2011, $161,026,000 for fiscal year 2012, and $169,077,000 for fiscal year 2013. The Secretary must create a formula so grants go to areas where populations are most affected. The money supports five kinds of programs: emergency help (Part A), care grants (Part B), early intervention services (Part C), HIV-related care projects (Part D), and activities through education and training centers. The law also requires the Secretary to set aside parts of each year’s money for certain purposes. For supplemental grants to improve health outcomes: $43,800,000 (2007), $45,400,000 (2008), $47,100,000 (2009), $46,738,000 (2010), $49,075,000 (2011), $51,528,000 (2012), $54,105,000 (2013). For education and outreach to increase treatment access: $7,000,000 (2007), $7,300,000 (2008), $7,500,000 (2009), $8,763,000 (2010), $9,202,000 (2011), $9,662,000 (2012), $10,145,000 (2013). For planning, capacity-building, and service grants to providers with culturally and linguistically appropriate care: $53,400,000 (2007), $55,400,000 (2008), $57,400,000 (2009), $61,343,000 (2010), $64,410,000 (2011), $67,631,000 (2012), $71,012,000 (2013). For reducing disparities in care for women, infants, children, and youth: $20,448,000 (2010), $21,470,000 (2011), $22,543,000 (2012), $23,671,000 (2013). For expanding training of health professionals: $8,763,000 (2010), $9,201,000 (2011), $9,662,000 (2012), $10,144,000 (2013). The Secretary must follow the 2002 appropriations law (Public Law 107–116) and, starting in fiscal year 2010, match the application and funding schedules of these grants to the schedules used by the corresponding programs.
