The Secretary of Health and Human Services must not give a federal HIV grant to a State unless the State requires a honest effort to tell the spouse of a person diagnosed with HIV that they may have been exposed and should get tested. Spouse means a marriage partner now or at any time within the 10-year period before the HIV diagnosis. HIV-infected patient means someone diagnosed with HIV. State means any of the 50 States, the District of Columbia, or a United States territory.
