It provides specific yearly funding for carrying out the program and says how long the money can be used. It authorizes $1,195,500,000 for fiscal year 2007, $1,239,500,000 for 2008, $1,285,200,000 for 2009, $1,349,460,000 for 2010, $1,416,933,000 for 2011, $1,487,780,000 for 2012, and $1,562,169,000 for 2013. Money for each year can be spent until the end of the second fiscal year after that year. Each year the Secretary must reserve $5,000,000 for grants under section 300ff–30. From the part of a year’s funding that is above the “2006 adjusted amount,” one‑third must be reserved for grants under section 300ff–29a, but those reserved funds are subject to the limits in section 300ff–28(a)(2)(H) for that year. Money given only to carry out section 300ff–26 (and distributed under section 300ff–28(a)(2)(F)) is not counted for the one‑third rule. The “2006 adjusted amount” means the amount appropriated for 2006 under section 300ff–77(b) as it was then, excluding money provided only for section 300ff–26 (and distributed under section 300ff–28(a)(2)(I) as then in effect).
