If the Administrator puts a drinking water cooler on the federal list because it has a lead-lined tank, that cooler is treated as posing an immediate danger under the Consumer Product Safety Act. After public notice, a chance to comment, and a public hearing, the Consumer Product Safety Commission must order the makers and importers to repair, replace, or recall and give refunds for those coolers within 1 year after October 31, 1988. For enforcement, that order is handled like an enforcement order under the Consumer Product Safety Act.
