Summary

The Secretary can give training to help plan and run programs under section 300k, either directly or by grants or contracts. If a State asks, the Secretary can provide supplies, equipment, services, or HHS staff, but must cut the State’s grant by staff costs (pay, allowances, and travel) and fair market value of supplies and use the withheld money to cover those costs.
