The Secretary must make rules to decide which projects get priority for help under part A or B. The rules must weigh the needs of different areas and give extra weight to projects for low-resource or rural areas; to modernization in crowded cities; to outpatient centers in rural or urban poverty areas; to work that fixes immediate safety hazards or avoids failing licensing or accreditation; and to facilities that will offer full care like prevention, outpatient services, and hospitalization. The Secretary must also set basic construction, modernization, and equipment standards that can change by facility type and location. The Secretary must explain how anyone who gets or got money under part A, part B, or subchapter IV must keep the promises they made and show they followed them.
