The Secretary must send a report to the President to be given to Congress within two years after June 23, 1976, and every two years after that. The report is about the state of health information, health promotion, preventive health services, and teaching people how to use health care. It must say what was done since the last report and how well those actions met the program’s goals; estimate the staff and training needs and describe current training work; list goals, plans, models, and standards and give the results of the study required below; and offer any recommendations for new or changed laws, including extending this program. The Secretary must also do a study of health education and preventive services to find out how public and private health insurance covers them, what kinds of coverage exist, and what cost-sharing (like copays or deductibles) people must pay.
