The Secretary can give grants or make contracts with public agencies, private groups, or colleges to pay for research and for sharing research results on the topics listed in section 300z(b)(4)–(6). Each award is for one year and can be renewed up to four more one-year periods (they do not have to be back-to-back). Direct research costs for any one-year award cannot be more than $100,000. The Secretary can also add money for indirect costs. The $100,000 limit can be waived if the project is nationally important or needs extra funds for short demonstration projects that provide data. Unused funds can stay available after the grant year to help finish the required report. Funds may be used for surveys, long-term studies, or small demonstration projects about the topics in section 300z(b)(4)–(5). Funds cannot buy land or pay for buying, building, or major permanent improvements to buildings or facilities (minor remodeling is allowed). Applicants must file the required application, show they can do the work, and, for research projects, get a review panel’s finding that the project has scientific merit. The Secretary must set up a peer-review process like the NIH’s. The review panel must meet at least once a year, review projects, and recommend which to fund; no more than 25% of the panel members may be physicians. The Secretary may only fund projects the panel finds meritorious and must act within one month after getting the panel’s recommendation. Grant recipients must send a report of results: normally within 18 months after the funded year ends, or within 12 months if funding was given for two or more consecutive years. Published articles supported by the award may be used instead of the report. Recipients of dissemination awards must file whatever reports the Secretary requires. The Secretary should coordinate work with the National Institutes of Health when appropriate.
