Title 42 › Chapter CHAPTER 35— - PROGRAMS FOR OLDER AMERICANS › Subchapter SUBCHAPTER III— - GRANTS FOR STATE AND COMMUNITY PROGRAMS ON AGING › Part Part A— - General Provisions › § 3029
Grants and contract payments can be made ahead of time, paid back later, or given in installments, as the Assistant Secretary decides. The Assistant Secretary can also use part of a State’s federal allotment to give money to a State that does not yet have an approved plan to help it write one. Each year at least 25% of the non‑Federal share of total plan spending must come from State or local public money. For the specific services listed in the law, any non‑Federal funds over 10% must come from State sources. If a State’s own spending in a year is below its average for the prior 3 fiscal years, its federal allotment will be cut by the same percentage shortfall.
