The Assistant Secretary can require a grant or contract recipient to help pay for a project if the Assistant Secretary decides that is appropriate. That help can be money, buildings, or services. Payments may be sent ahead of time or paid back later. Grants can be adjusted to fix earlier overpayments or underpayments. The Assistant Secretary sets the payment schedule, amounts, and any rules. If a State has set up or named a State agency for these programs, the Assistant Secretary must talk with that State agency before giving any grant or contract in the State. The Assistant Secretary must also tell the agency what the grant or contract is for when it is issued.
