Summary

People who take part in any project paid for under this subchapter are not federal employees just because they join. They are not covered by the rules in part III of title 5. Grants, subgrants, contracts, and subcontracts under this subchapter cannot be given to an organization that state law says is exempt from the state's workers’ compensation rules for employees, unless that organization agrees to provide workers’ compensation equal to the usual state coverage. The organization must do that by buying insurance from a recognized carrier or by self‑insuring if state law allows.
