State agencies must have a person called a State legal assistance developer and enough staff to protect older people's legal rights. They must lead efforts to secure those rights, coordinate and expand legal help, train and support area agencies, legal providers, and ombudsmen, offer financial-management help for those at risk of conservatorship, help people at risk of guardianship protect their rights, and raise legal service quality and availability.
