Title 42 › Chapter CHAPTER 38— - PUBLIC WORKS AND ECONOMIC DEVELOPMENT › Subchapter SUBCHAPTER II— - GRANTS FOR PUBLIC WORKS AND ECONOMIC DEVELOPMENT › § 3147
Gives the Secretary the power to award grants to eligible groups for training, research, and technical help that reduce very high unemployment or underemployment. Grants can pay for planning and feasibility work, pilot projects and strategic investments, management help, university and business outreach centers, studies of local economic needs and growth potential, reviews of how projects fit with other federally funded work, business-cluster work, and other Secretary-approved activities. For projects that cover a whole region or the nation, the Secretary may waive the rule in section 3122(6)(A)(vi) that a nonprofit must work with local government officials. The Secretary can also provide help directly through Department staff, give money to other Federal agencies, or hire private contractors. The Secretary may fund colleges and universities to be university centers and must try to have a center serving each State. Those centers should, when possible, work with other centers and economic development groups to support local, regional, and State economic plans (with a focus on innovation, entrepreneurship, workforce, and regional development); offer technical help, business development, and technology transfer; partner with 1 or more commercialization intermediaries eligible under section 1862s–9; build local capacity; and help communities with data and research on economic conditions. When choosing centers, the Secretary must consider the role of regional public universities and whether the center is located in or near a distressed community.
