The Secretary must evaluate every university center and economic development district that gets a grant to see how well it helps keep and create jobs. For university centers, the evaluations must decide which centers are doing well and should keep getting grants and which should not, so other centers can get help. Each grantee must be reviewed within 3 years after its first award and at least once every 3 years after that. The Secretary will set the review rules. University center reviews must look at technical help, applied research, program results, and sharing results. District reviews must look at management, financial accountability, and program results. At least one other center or district must join each review and be reimbursed for its costs.
