The Secretary must send Congress a full annual report by July 1, 2000, and every July 1 after that. The report covers the Secretary’s work under this chapter for the last fiscal year. It must list all grant recipients by State and give the projected ratio of private dollars to Federal dollars for each. It must discuss private-sector leveraging goals for grants to rural, urban economically distressed, and highly distressed areas. For finished projects, the report must show the actual private-to-Federal dollar ratio. It must also list grants for projects located in or mainly helping rural areas, explain how each project will benefit a rural area, and certify that each is in or will mainly benefit a rural area. As part of the Economic Development Administration report, the Secretary must include construction project completion and closeout details: award date, completion date, closeout date, total project cost with a breakdown by funding source, and the number of jobs expected to be created or retained. That construction report must be made public when sent to Congress. No later than 1 year after January 4, 2025, the Secretary must send the Senate Committee on Environment and Public Works and the House Committee on Transportation and Infrastructure a report analyzing estimated versus actual construction timelines and how often and why timelines are delayed, including when award amendments were needed.
