The Secretary can give the duties and powers under this law to heads of other federal agencies. The Secretary may also allow those agency heads to pass those duties on to others. Money Congress approved for this law can be moved between federal agencies if it is used only for the purpose Congress approved. The Secretary may accept funds sent from other agencies under the same conditions. Those transferred funds stay available until spent, and the Secretary can merge them into the salary-and-expense accounts if needed to carry out the law.
