The Secretary must, when using their authority (including making rules), talk with Interior, the Department of Health and Human Services, Commerce, and the Federal Aviation Agency about metropolitan development projects, and must accept those agencies’ certifications about the projects’ costs and the non‑Federal money paid or to be paid.
