The Commission must have 26 members. Six are chosen by the President (three are federal executive officers and three are private citizens with experience in government relations). Three are picked by the President of the Senate and must be Senators. Three are picked by the Speaker and must be House members. The President also picks four from a list of at least eight Governors, three from a list of at least six state legislators, four from a list of at least eight mayors, and three from a list of at least six elected county officers. Private citizens are chosen without regard to political party. Of the Senators and House members, two in each group must be from the majority party of that chamber. For the Governor, legislator, mayor, and county officer groups, no more than two can be from the same political party. For state legislators, mayors, and county officers, no more than one can come from the same State. At least two of the mayors must be from cities under 500,000 people. Members serve two-year terms, may be reappointed, and remain in office until successors are appointed, except as provided in section 4274(d).
