The President must call the Commission to its first meeting within ninety days after September 24, 1959, and choose the time and place. He must pick a Chair and a Vice Chair from the Commission members. If a seat opens, it must be filled the same way the original appointment was made; if there are fewer vacancies than the number of members in paragraphs (4), (5), (6), and (7) of section 4273(a), each panel of names sent under those paragraphs must include at least two names for every vacancy. If a member stops holding the official job that led to their appointment under section 4273(a), their spot is treated as vacant. Thirteen members make a quorum for regular business, but two or more members are enough to hold hearings.
