Create a Task Force on Environmental Cancer and Heart and Lung Disease no later than three months after August 7, 1977. It must include representatives from the Environmental Protection Agency, the National Cancer Institute, the National Heart, Lung, and Blood Institute, the National Institute for Occupational Safety and Health, and the National Institute of Environmental Health Sciences, and be led by the Administrator (or their delegate). The Task Force must propose a research plan to find and measure links between pollution and cancer, heart, and lung disease; recommend ways to cut or remove those risks; suggest research and other steps to prevent these illnesses; coordinate work across the EPA, the Department of Health and Human Services, and other agencies; and report to Congress within one year after August 7, 1977, and each year after that on problems and progress.
