The Secretary must reserve 1 percent of the yearly money under section 5116i for Indian tribes, tribal organizations, and migrant programs. After that reservation, the rest is split among the States. Seventy percent is given based on each State’s share of children under 18 in the country, with no State getting less than $175,000. Thirty percent is given based on how much private, State, or other non‑Federal funds each State’s lead entity raised and directed in the preceding fiscal year. The money goes to the State lead entity, covers a 3‑year period, and is paid out each year.
