The President can use, with their permission, the staff and facilities of the American National Red Cross, the Salvation Army, the Mennonite Disaster Service, long-term recovery groups, domestic hunger relief, and other relief or disaster groups to hand out medicine, food, and supplies or to help repair and rebuild community services, housing, and essential facilities when needed. The President may make agreements so the Federal coordinating officer can coordinate those groups during and after a major disaster or emergency. Those agreements must require that any use of federal buildings, supplies, or services follow rules the President sets to prevent duplicate benefits and to ensure no discrimination, plus any other required rules.
