The Administrator of the Federal Emergency Management Agency must work with State and local governments to find groups that have limited English and include them in emergency and disaster planning. FEMA must make sure disaster information is given in ways those groups—and people with disabilities or other special needs—can understand. FEMA must also keep a central collection of example language-help programs and best practices for State and local governments to use during emergencies.
