Require the Secretary to make sure full information about solar heating and cooling demonstrations and projects is shared widely. The goal is to help people start using solar systems for heating and cooling buildings as soon as possible. The Secretary must work with other federal offices (including NASA, the Department of Commerce, NIST, the Department of Energy, and the Patent and Trademark Office) to coordinate how this information is released. Create and run a Solar Heating and Cooling Information Data Bank to collect, check, and share timely and accurate data. The bank will include: research and project reports; building design and maintenance guidance; material properties; climate data for U.S. locations; and device performance information. The bank must serve federal, state, and local energy organizations and their contractors, colleges and nonprofits, and private people when appropriate. The Secretary must use existing federal science and technical databases when possible. The Secretary must also study how building codes, zoning, taxes, and other rules affect solar use, figure out needed changes and ways to make them, and study whether incentives are needed. Each federal official and agency must report yearly to the President and Congress on their work and recommendations, and the Secretary must send an annual summary of all federal activities.
