The Secretary must pay each State grant in quarterly payments. At least 3 months before a quarter payment, the Secretary must tell the State how much will be reduced under section 612(a)(1)(B). The Secretary estimates each quarter’s payment using a report from the State about how much it will spend and any other needed information. The Secretary of Health and Human Services must certify that estimated amount to the Secretary of the Treasury, adjusted for any past overpayments or underpayments not yet fixed. When the Treasury gets that certification, it must pay the State through the Treasury’s Fiscal Service, before any audit or settlement by the Government Accountability Office, at the times set by the Secretary of Health and Human Services.
