By October 1, 2025, the Secretary must create a plan and give technical help so the Indian Child Welfare Act is followed well. The plan must use data to see where States do well and where they need help. It must check things like timely identification of Indian children and relatives; quick notice to tribes about State child custody cases; reports on transfers of jurisdiction and reasons if transfers were denied; whether foster placements and parental-rights terminations met requirements for active efforts to prevent family breakup, expert witness testimony, and evidence rules; and whether children were placed in the preferred homes or why not. If asked, the Secretary of the Interior must help by giving guidance to States and child welfare agencies. Every two years, the Secretary must send a written report to the House Committee on Ways and Means and the Senate Committee on Finance about State compliance and how the Secretary is helping States and tribes.
