Local governments and public care institutions may apply for a technical assistance grant only once each fiscal year. They must send their application to the State energy agency. The State agency puts together one combined application for the Secretary. The application must include information the Secretary asks for, including energy audits that follow the program’s rules, and a list and description of the help to be paid for and any required spending details. The Secretary will approve applications that follow the approved State plan and the rules. If an application is denied, the Secretary must explain why. Applicants can fix problems and resubmit at any time. Parts of an application can be denied if there is not enough money. If a grantee fails to follow its approved plan, the Secretary, after notice and a chance for a hearing, will stop further help until the issues are corrected.
