The Secretary can award grants to State utility regulatory commissions and to nonregulated electric utilities (as defined in the Public Utility Regulatory Policies Act of 1978) to help them do the jobs required by titles I and III and section 210 of that Act. Federal agencies cannot get these grants. The Secretary may set only the rules needed to make sure the grant money is used for those duties or as law requires. Applicants must apply in the form the Secretary asks for and must promise the grant will add to, not replace, other government funding. Grant money will be split so each State gets no more than the smaller of (1) an equal share of the total available, or (2) the amount the Secretary is allowed to give that State under subsections (b) and (c).
