Requires six programs to protect people’s health, safety, and well‑being, protect national security, and use Congress’s power to oversee trade between states. The six programs cover: saving electric energy and making utilities more efficient while keeping retail electric rates fair; improving wholesale electric delivery, reliability, review procedures at the Federal Energy Regulatory Commission, and public participation; quickly developing hydroelectric power at existing small dams; conserving natural gas while keeping consumer rates fair; encouraging crude oil transportation systems; and creating other authorities listed in title VI.
